Laurance D. Steinsapir   return to list

Mr. Steinsapir is a 1959 graduate of Case Western Reserve University School of Law and is licensed to practice in California and Ohio. Having represented a large number of private and public sector unions for over 40 years, Mr. Steinsapir is an expert in labor law and litigation. He has participated in many labor negotiations and arbitrations and has successfully defended numerous alleged unlawful termination actions as well as claims for breach of the duty of fair representation. He often receives appointments as Cumis counsel in cases where insurance coverage exists. He also is involved in negotiating employment agreements and severance agreements for highly paid executives.

Mr. Steinsapir participated as counsel in The Boys' Markets v. Retail Clerks Union, a major labor relations case decided by the United States Supreme Court in 1970. The Boys' Markets case established the legal principle that parties to a collective bargaining agreement must maintain the status quo pending the arbitration of grievable issues.

Mr. Steinsapir also served as lead counsel in California Teachers Association v. Cory, 155 Cal. App. 3d 494, 202 Cal. Rptr. 611 (1984), suing on behalf of California's public school teachers to compel the State of California to fund the State Teachers' Retirement System ("STRS") on an annual basis so that it would be actuarially sound at all times. The successful prosecution of this case caused the State to immediately transfer $326 million to the STRS. More importantly, the State has funded the STRS annually since the decision, safeguarding the integrity of teachers' retirement benefits and assuring that California taxpayers would not be faced with substantial unfunded liabilities in the future.

In United States v. International Union of Petroleum and Industrial Workers, 870 F.2d 1450 (9th Cir. 1989), Mr. Steinsapir successfully resisted a U.S. Department of Labor subpoena enforcement action in which the DOL sought to obtain Local Union records by serving a subpoena only on the International Union. The Union defeated the DOL's claim that the International Union was responsible for its Local Unions' compliance with the subpoena.

For more than 25 years, Mr. Steinsapir has served as Association Counsel to the California Teachers Association, the largest labor organization in the State of California. He has been listed in every edition of the publication "The Best Lawyers in America" and is a Fellow of the College of Labor and Employment Lawyers. From 2004 until the present, he has been continuously named a "Southern California Super Lawyer" by Los Angeles Magazine. He is a member of the Labor & Employment Law Sections of the Los Angeles County Bar Association and the American Bar Association.
